E-PORTAL: Add to HomePage, Add to NavBar, Add to Favorites do not work properly under Unified Navigation (Doc ID 2132772.1)

Symptoms

When using Unified Navigation to access remote content, 'Add to HomePage', 'Add to NavBar', and 'Add to Favorites' do not work properly.

For example:
NavBar -> Navigator -> (HRMS Unified Navigation Root Menu) -> Manager Self Service -> Time Management -> Approve Time Exceptions -> Payable Time -> Reported Time

a) Add To Favorites: Get one of the following errors:

- This page can't be added as a favourite because it's not registered in the portal.
- XXXXXX is already added to Favorites.
- Unable to find cref for URL: ...

b) Add To NavBar: No Error, but it never appears in the Navbar (even after cache cleared)

c) Add to HomePage: No Error, but it never appears in the homepage chosen (even after cache cleared)

For local CREFs not in Unified Navigation, the action menu items above work fine.
