E-CI/IB: PT 8.54x CI-Based Web Service Response Message Namespace Prefix is not included

Goal

Customer uses a custom "xmlns:ci" namespace prefix in the SOAP request's root element. 

For example,

<SOAP-ENV:Envelope xmlns:SOAP-ENC="http://schemas.xmlsoap.org/soap/encoding/" xmlns:SOAP-ENV="http://schemas.xmlsoap.org/soap/envelope/" xmlns:ci="http://services.big.edu/schemas/CI_BIG_CI_STDNT_DEGR_SUMM_G_REQ.V1" xmlns:soapenv="http://schemas.xmlsoap.org/soap/envelope/">
<SOAP-ENV:Header>
<wsse:Security soapenv:mustUnderstand="1" xmlns:wsse="http://docs.oasis-open.org/wss/2004/01/oasis-200401-wss-wssecurity-secext-1.0.xsd">
<wsse:UsernameToken>

In PeopleTools 8.53. the SOAP response message includes this prefix and includes the response message namespace prefix.

However, in PeopleTools 8.54 the response message does not include this prefix.

Is it possible to ensure that the response message includes the prefix in PT 8.54?
