E-UPG: Unable To Log Into Following Upgrade. App Server log Shows "GetCertificate](1) Java exception thrown: java.lang.NoSuchMethodError: setAppsrvConfig"

On : 8.54 (and highere) version, Install and Packaging,
When attempting to log into portal,
the following error occurs.

Java exception thrown: java.lang.NoSuchMethodError: setAppsrvConfig

The issue can be reproduced at will with the following steps:
1. Upgrade


 Previously had older PeopleTools combined with the application in one PS_HOME, but now have new PS_HOME with just the PeopleTools and will use the older PS_HOME as the PS_APP_HOME.
