Company Directory Missing Active Employees Reporting To An Inactive Supervisor (Doc ID 2136734.1)

Symptoms

If active employee "A" reports to terminated employee "B" who in turn reported to active employee "C", Employee "A" does not show up in the Company Directory.

REPLICATION STEPS
==============
1. Run the Direct Reports Tables Build (Application Engine HR_DRPT_BLD)
2. Then, run the Job Tree Builder (Application Engine HR_TREEBLD) with build
method of "By Reports To Position".
3. Review the Company Directory Tree.
4. Review the Org Chart.

Current State:
Douglas Lewis (KU001) position number: 19000001
Alex Passantio (KU0067) position number: 19000500  Reports to: 19000001
Antonio Rodriguez Salgado (KE0001) position number: 19140001  Reports to: 19000520 (vacant) -> 19000500
Javier De La Torre Martinez (KE0003) position number: 19140003  Reports to: 19140001
Florence Gautier (KF0025 rcd #1) position number: 19140007  Reports to: 19140003

Data Changes:
1. Antonio Rodriguez Salgado (KE0001) retired as of 4/19/2016
2. Javier De La Torre Martinez (KE0003) terminated as of 4/19/2016
3. Gustof James Thomas (KUHM07) promoted.  Updated position number to 19140001 and reports_to to 19000500

Expected State:
Douglas Lewis (KU001) position number: 19000001
Alex Passantio (KU0067) position number: 19000500  Reports to: 19000001
Gustof James Thomas (KUHM07) position number: 19140001  Reports to: 19000500
Florence Gautier (KF0025 empl rcd #1) position number: 19140007  Reports to: 19140003

Actual State:
