When attempting to modify reported time on timesheet,
the following error occurs.

Fetching array element 1: index is not in range 1 to 0. (180,252) EOAW_CORE.ENGINE.Thread.OnExecute Name:Activate PCPC:19396 Statement:279

While fetching the value of an array element, the index was not within the length of the array

The issue can be reproduced with the following steps:
1.  Enter time for an employee for part of the week,

2.  Submit the time

3.  Enter more time and submit again

4.  The (180,252) error get triggered.
