User Gets An Error When They Enter Germany Employee's Address Having French Characters (Doc ID 2137865.1)

On PeopleSoft HCM versions 9.1 and 9.2, Job / Personal Information, when Users enter Address having French Characters for a German Employee the following error is received.

You have Entered an Invalid Character as First Sign of the Street. (6557,38)

First Character of the Street must be Alphanumeric, Numeric, Apostrophe, Inverted Comma or a Quotation Mark (DBAN160).

The issue can be reproduced at will with the following steps:
1. Navigate to Main Menu > Workforce Administration > Personal Information > Biographical > Add a Person
2. Change Country to DEU (German) add the Name and then add the Address info, change the country to DEU, when entering address include Umlauted Vowels at the Beginning of the Address (example é and ë)
3. Go to the Organization Relationship page and check the Employee and then Click Save and notice the error.
