Bidders That Accept A Public Event Is Added To The Event Bidder List But The Re-notify Flag Isn't On.

Bidders that Accept a Public Event is added to the Event Bidder List but the Re-notify flag is not turned On. Bidders that are added manually by the Event Administrator are added to the Event Bidder List but the Re-notify flag is automatically turned On. This means that if there are any changes to the Sourcing Event, Bidders that accept the event from the Public Auc function will not get updates while bidders that were specifically invited by the Event Administrator will get updates which can cause some inequity. The Bidders that accept the public event should have the re-notify flag turned on automatically.

Steps to reproduce the issue:
1. Create a new bidder and approve it.
2. Create new sourcing event, public event and post it.
3. Sign in with the created bidder and accept the invitation.
4. Review the event and notice the the public bidder and the new accepted bidder re-notify check box is not checked.
