Checking Stop WP flag in Review Wage Progression overwrites job data.

Inserting a manual row to stop wage progression for Employee causes a row to be inserted into Job data for same effective date as activity date. However, if a row already exists for the same date, a new effective sequence is not inserted. Instead, the old row is replaced with a DTA/DTA action/action reason row with Stop Wage Progression box checked.

When user inserts a Manual row to stop wage progression, if a row already exists in job for the same effdt, a new effseq row should be added

The issue can be reproduced at will with the following steps:
1.View job Data. Main Menu > Workforce Administration > Job Information > Job Data
2 .Go to Review Wage Progression
3. Insert Manual Row with Activity Date same as Employee Job data top row and Stop WP box selected.
4 Hit Save. Get Warning Message.
5 Hit OK. Then go back to Job data.
Previous term row is gone and replaced with Data Change row. Effective Sequence is zero.
