ETL9.x:Inconsistent Message: You Are Not Authorized For This Page/component (Doc ID 2139989.1)

Goal

We have SSO enabled and have links to the Supervisor Time Approval page from various webpages. During testing, we see that the Employee ONLY test user receives two different messages when attempting to access the Time Approval links:
We like this message - 1) PeopleSoft Message: You are not authorized for this page. Window pop-up shows: You are not authorized to access this component (40,20). You have not been granted secrity authorization for the component you are attempting to access. You may have access to the designated component and page, but not in the specified action mode (such as Correction or Update/Display). Contact your system administrator.
We DO NOT like this message - 2) You are not authorized for this page. https://istaffc2.ctpassdev.dot.ca.gov/psc/scsys91/EMPLOYEE/HRMS/c/ROLE_MANAGER.TL_SRCH_APPRV_GRP.GBL? We have cleared the webserver and appserver cache and ran the Portal Synch process. We have three testers who are getting inconsistent test results. FireFoX, Safari and Chrome all display the #1 message. IE8 is displaying both #1 & #2 and is where the inconsistencies are occurring. How do we #1 message to appear EVERY time? Please advise.
