E-QR: Downloading / Running PS Queries To Excel Adds A Time Component To The Date Field (Doc ID 2140351.1)

Symptoms

When attempting to download PS Query results to Excel, the Date fields are correctly displayed, they show only date values, but when opening the file in Excel and click on the cell the time also is appended to the date value.

Steps
--------
The issue can be reproduced at will with the following steps:
1. Login to PIA
2. Navigate to Reporting Tools > Query > Query Manager
3. Run the Query
4. Download the results to Excel
5. Open the Excel file
6. Select an individual cell that you see the time is appended to the Date.
