STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into PIA
2. Create a RCF for a component (like user profile) and add couple of services to it.
3. Create a navigation collection (use security ->user profiles)
4. In fluid UI, using tile wiizard publish the user profile tile.
