User Unable To Understand The Message Shown for Add Attachment Failure

Information in this document applies to any platform.
User has received following error when trying attach a file in the PeopleSoft system and unable to understand what was the reason for the error.
"Attachment failed to upload. (18036, 10013) Attachment failed for Unknown reasons. (Attachment built-in error 12). (18036, 10003)"
1. Go Purchasing --> Receipts --> Add/Update Receipts, then select for any existing receipt
2. Then click "Add Header Comments" link, Click on "Attach" then select any file with file name length more than 64 characters.
3. Error received.
