Symptoms
When trying to complete pending approval transactions in a PeopleSoft HCM 9.1 to 9.2 through Update Image 16 upgrade, the query UPG_SS_APPROVAL is not found on the target database.
The query should be present and available for use in the target application.
STEPS

The issue can be reproduced at will with the following steps:
1. Complete upgrade steps up to Task 2-3-2
2. On the target database, navigate to Reporting Tools > Query > Query Manager
3. Attempt to run UPG_SS_APPROVAL
4. Query is not found in the target database
