ETL9.1: TimeAdmin Is Not Creating TLX10077 Daylight Savings Exception.

TimeAdmin is not creating the th TLX10077 Exception when one of the punches falls into the DST window due the fall back time during the period from 1am to 1:59 am.
1. Employee's local timezone is 'AEST'
2. Employee's base timezone 'PST'
3. Reported time on 11/2/14
11am IN AEST,
7pm OUT PST
4. AEST reported time get converted into PST base time
5pm IN PST on 11/1/14
1am OUT PST on 11/2/14
5. Run TimeAdmin that creates 8 hrs of payable time and no exception.
Expected to see the Exception TLX10077 "Reported Time is in Base Time Daylight savings Change window" generated by TimeAdmin due the fall back time during the period from 1am to 1:59 am
