E-FTP: Unable To View Attachments In Websphere Environments After April 2016 CPU - Getting 404 Not Found error (Doc ID 2142069.1)

April 2016 CPU breaks the file viewing mechanism for Websphere based systems. This affects PeopleTools 8.53.27, 8.54.22 and 8.55.05.

When trying to view attachments, a 404 error is being received most of the times. Other customers have also reported symptoms of HTTP 500 error, or the browser simply getting stuck in 'Processing'.

The common symptom however is seen when viewing the PeopleCode trace for the problem scenario, where one would see corrupted unprintable characters appearing for the URL ID or GUID in the file proc token.  One may also see errors such as:

The issue can be replicated with the steps:

1.Navigate to People Tools>Utilities>Debug>People Tools Test Utilities page
2. Enter the following in the FTP URL dialog box: record://PSFILE_ATTDET
3. Try to add and then view a file. Error received.

Another symptom for the bug exists where the View Attachment URL may sometimes contain special characters such as the + and = characters.  This secondary symptom affects Weblogic platforms too.  The special characters cause problems in some firewall/proxy server scenarios where the characters are filtered/blocked.
