Symptoms

ACTUAL BEHAVIOR
----------------------------------
When making an update to a country value in HCM 9.2, HR to CS COUNTRY_SYNC results in the removal of existing EO_ADDR_FMT_TBL rows.

EXPECTED BEHAVIOR
-------------------------------------
Values are retained in CS for EO_ADDR_FMT_TBL when synced from HCM 9.2 to CS.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Update a country value in HCM 9.2.
2. Monitor service operation COUNTRY_SYNC.
3. Verify values in record EO_ADDR_FMT_TBL.


BUSINESS IMPACT

The issue has the following business impact:

Due to this issue, country data is not synced and is also being removed. This impacts entry of address data.
