Symptoms

Closing Requisition Using the Requester Workbench Does Not Update Budget Status to Not Checked, Leaving Pre-Encumbrance Stuck

1) Create a requisition and approve if necessary.
2) Budget check the requisition. Verify that pre-encumbrance is created.
3) Use Requester Workbench to close the requisition.
4) See that Budget Status remains Valid, so any attempt to budget check the requisition will not liquidate the pre-encumbrance.

This also happens for Purchase Orders.
