Overriding the User Default Ship To Location on Requisition Settings Page gives Invalid messages (Doc ID 2147920.1)

Symptoms

Overriding the user default Ship to location on Requisition Settings Page

Steps to Reproduce the Issue:

1) Create a new Requisition with a default Ship to Mapped to the user in Procurement User Preferences.
US001 is the default SHIP TO mapped to Requester ID VP1

2) Override the Ship to ID on Requisition Settings Page from US001 to US002

3) Override the values as below:
Enter Ship to, Operating Unit and Resource on the Requisition Settings Override option.

4) Select Express Entry and enter the Item 10002. Got this message below which is fine.
Default comment added for Ship To Code US001 Verify on Ship to Comments page. (10100,142)

The comment defaulted can be found in the Ship To Comments secondary page. To review the comments, click on the Ship To Comments hyper-link found under the Schedule page.

5) After accepting the first message, got the below message. This Ship to was not used on the requisition and so why I get this one?
Default comment added for Ship To Code US002. Verify on Ship to Comments page. (10100,142)

6) After check out, while submitting the requisition for approval, I get the below message:
Warning -- Ship To code US001 specified in tthe Ship to Comments has not been used on this Requisition (10150,293) The Ship To Comment will be removed.

7) Then updated my User Preferences to remove US001 Location and Ship to Location. Then created a requisition.

8) Updated the Requisition Settings Page with the default Ship to and Location, OU and Resource:

9) It worked fine without those messages.
