SEVIS: Phone Fields not Populated in Primary for Create Student Event

Symptoms
On Campus Solutions 9.0, Bundle 40 or greater, with SEVIS 6.27 Critical Patch Update 22499044.
Issue:
For Create Student events, the phone number fields (US Phone, Foreign Phone, Phone Country and Phone Exempt) are not being populated in the inactive SEVIS Primary Bio/Demo record that is created when the event is exported to SEVIS.
Impact:
Once the record is successfully processed and brought back to Campus, the SEVIS Primary record set back to active without the updated phone numbers. The next time the SEVIS F/M Alerts process runs unnecessary PersonalInfo events are created for phone numbers that have already been reported to SEVIS.
