The EOAWTHREAD_ID for the Terminated Workflow Routing Higher Than the EOAWTHREAD_ID for the New Routing (Doc ID 2148629.1)

If the Requisition/ PO is resubmitted for approval after a change, the original EOAWTHREAD_ID has a status of Terminated and a new EOAWTHREAD_ID is assigned. In some cases, the EOAWTHREAD_ID for the Terminated (first) workflow routing is HIGHER than the EOAWTHREAD_ID for the new routing. In those cases, the Approval History information does not display properly.

The expectation is that the new EOAWTHREAD_ID is always higher than the Terminated EOAWTHREAD_ID.

The issue can be reproduced at will with the following steps:
1. Req/ PO is submitted.
2. Req/PO is changed for one or more of the data fields.
3. The original EOAWTHREAD_ID from initial submission is Terminated.
4. New EOAWTHREAD_ID for altered req/ PO is generated.
5. Observe that the Terminated EOAWTHREAD_ID is Higher than the new EOAWTHREAD_ID.
