E-WAS: Redeploy PIA fails with error: INSTALL FAILED!!!! (Doc ID 2148663.1)

Trying to apply PeopleTools Patch 8.54.22, the patch instructions indicate that we must "redeploy the PIA" by running SETUP.BAT found in <ps_home>\setup\PsMpPIAInstall and selecting redeploy when prompted. When we do that, we get install failed.

The only workaround is to reinstall PIA from scratch, if this is done, new SSL certificates will need to be regenerated and a number of settings in the system will need to be restored, adding significant effort and risk to the update process.
