HCM ACA Letters With Tilde Accents Are not Converted to Legal Characters in XML file

After applying Patch 23012129 to a test instance (to remove special characters from ACA transmittal file to the IRS), customers ran into an issue where a first name or a last name had a tildes accent over one of the letters: that letter with the tilde is completely removed in the XML transmittal file.
For example, the accent over the 'u' in Jesus. In our test file, that letter with the tilde is completely removed in the XML transmittal file. So Jesus becomes Jess in the XML transmittal file.
