EAP: When Running Pay Cycle and Voucher Posting Processes Simultaneously, PYMNT_SELCT_STATUS is Set to R with PAY_CYCLE = Blank

Symptoms
When running Pay Cycle and Voucher Posting simultaneously for Vouchers related to Withholding, pymnt_selct_status = 'R' (selected) but pay_cycle is blank.
STEPS:
1. Create a Regular Voucher for a Vendor enabled for India Withholding.
2. Run Voucher Posting and Pay Cycle process at the same time.
3. Pay Cycle ends with an exception stating that the Voucher has not been Posted.
4. However, PYMNT_SELCT_STATUS in PYMNT_VCHR_XREF is set to R with PAY_CYCLE= blank.
EXPECTED BEHAVIOR:
PYMNT_SELCT_STATUS in PYMNT_VCHR_XREF should be set to N.
