I-9 Receipt/Expiration Report AE Abend Error: HR_I9_VERIFY.InsExp.InsRecA3 (Doc ID 2153728.1)

Symptoms

When running the application engine program HR_I9_VERIFY, the program fails with an application engine error:

Process 104770 ABENDED at Step HR_I9_VERIFY.InsExp.InsRecA3 (Action SQL) -- RC = 1400

SQL Error: ORA-01400: cannot insert NULL into ("EMDBO"."PS_HR_I9_VRF_TAO"."SEQ_NO")


The issue can be reproduced at will with the following steps:
1. Navigate to Main Menu > Self-Service > Personal Information > I-9 Forms > Complete/Re verify EE I-9 Form
2. Enter an I-9 form for the employee, including an expiration date.
3. Navigate to Main Menu > Workforce Administration > Personal Information > I-9 Forms > I-9 Receipt /Expiration Report (HR_VERIFY_I9)
4. Create New Run Control to Include Expiration Date from Employee I-9
5. HR_VERIFY_I9 AE Runs to "No Success"
