Disabling punch for elapsed reporters for future date and vice versa (Doc ID 2153782.1)

ACTUAL BEHAVIOR
---------------
Employees are using the timesheet to clock in the future although they are elapsed reporters.

Employees are using the timesheet to put punches in for future times/dates. We cannot restrict the entire functionality as employees need to be enter elapsed time (Vacation and personal time TRCs) in the future. Currently, we have created a report that runs twice daily and checks future punches but we need a way to prevent employees from using the timesheet to enter punches for a future date or time.

EXPECTED BEHAVIOR

When an employee is chosen as elapsed time reporter, customer likes to prevent their abilities as punch time.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in as PS. Change employee to be an elapsed time reporter. (Main Menu->Time and Labor-> Enroll Time Reporter --> Maintain Time Reporter Data (check for menu named 'Time Reporter Type)
2. Log in as the employee and switch to punch time reporting and report time and press submit.
3. Timesheet is submitted although the employee is an elapsed time reporter.

BUSINESS IMPACT

The issue has the following business impact:
Employer can not prevent employees from using the punch in/out for a future date.
