EPC: Journals Which Are VALID ( Not Posted ) Are Getting Picked Up For Cost Collection PC_GL_TO_PC. Why? (Doc ID 2154448.1)

Goal

Journals which have 'Valid' status are getting picked up for cost collection along with the Posted journals. Is there any setup which needs to be changed to not allow this to happen? 

Replication Steps:

  1. Enable Commitment Control for Grants, PC, GL.
  2. Create a Proposal, Submit, Generate Award.
  3. Finalize budgets.
  4. Create a Journal. On the Journal Header, click on Commitment Control link and select Pre-encumbrance. Create Journal Lines with PC info and Edit the Journal. The Journal line are in Valid Status and Budget status is Valid as well. Journal header status is also in Valid Status.
  5. Create another Journal. On the Journal Header, click on Commitment Control link and select Encumbrance. Create Journal Lines with PC info and Edit the Journal. The Journal line are in Valid Status and Budget status is Valid as well. Journal header status is also in Valid Status.
  6. Run PC_GL_TO_PC.
  7. Process completes and rows are inserted into PROJ_RESOURCE for both of the journals even though their Journal Header Status is not posted.
