EGL: ChartField Request Prompt Not Displaying Inactive Chartfields

Symptoms

Issue
---------
When navigating to the Chartfield Request page (Set Up Financials/Supply Chain > Common Definitions > Design ChartFields > Define Values > ChartField Request),
and clicking on the Field Value prompt for any Chartfield (Account, Department, etc), only active Chartfields are displaying.

FSCM 9.2
PeopleTools 8.54

Business impact
--------------------
This is problematic as there may be a request to update a Chartfield from inactive to active.  

What's working
--------------------
If the user chooses the inactive request outside of the prompt, the system recognizes it already exists
(errors if an Add request because already exists, and brings up inactive details if an Update request),
but the prompt needs to be updated to display all chartfields in the system regardless of status.

Steps to replicate
----------------------
1.  Navigate to Chartfield Request page (Set Up Financials/Supply Chain > Common Definitions > Design ChartFields > Define Values > ChartField Request)
2.  Select Field Name (Account, Department, etc), click the Field Value prompt.  
     Only Active Chartfields are displaying.
