Enrollment and Approval Emails Are Being Sent to the Approver in Error

ELM: For enrollments the emails both for enrollment and approval are being sent to the approver
The issue can be reproduced at will with the following steps:
1. Set the email if for Learner and Approver(Manager of the learner) to two different person in LM_PERSON_EMAIL
2. Set the approval process definition ACT INT-MGR EXT-NONE from the
Enterprise Components > Approvals > Approvals >Transaction Configuration
Process ID : ACT INT-MGR EXT-NONE
3.Set up user list :
Enterprise Components > Approvals > Approvals > user List setup
4.Create an activity as approval Type Internal Manager External None
5.Enroll the learner
6.Run LM_Notify process
