Performance Issue on ERMS and Search Inbound Mail (Doc ID 2155596.1)

Symptoms

Performance is very slow when running a search on the page/component Search inbound emails (RB_EM_IB) and opening the component.

Both the RB_MAIL_READ AE process and the Search Inbound Mail searches are encountering performance issues due to a query on the RC_SOLUTION table which has no Where clause. This is very noticeable if the the solutions table has millions of records.
