ePro Req Checkout page Item Description allowing Catalog items to be updated

Issue is that the user is able to modify item details on a Catalog item from the Checkout page (PV_REQ_CHECKOUT) via the Item Description link. This only happens when there was a Special Request line added first, then the Catalog line added.
If a Catalog item is added first to the requisition, then on the Checkout page, the Item Description link takes the user to the correct display-only page.

Component is PV_PROCURE_REQ.

Tested adding a Catalog item first, then a Special Request line. The correct page displays on both lines from the Checkout page. Successful test in all environments.

The issue can be reproduced at will with the following steps:
1. Create a new requisition with the first line being a special request and the second line as a catalog item
2. Go to check out and click on the description for the catalog item
3. The special request page is opened and you are allowed to change the catalog description from this page.
4. If you reverse the lines on a new requisition, catalog item and then special request item this does not happen.
