EGL9.2: After Updating The Length Of CF Using Chartfield Request The User Is Able To Enter Any Value Larger Than The Set And Approved Length

On : 9.2 version, Chartfields

When adding a new project ID by Chartfield Request and setting the Field Value with more characters than the customized length set by the user on the Project length on Standard Configuration Chartfields, the request is saved without any warning/error message and goes through approver that can approve also without any warning/error message.

For example, project's length in Standard Configuration Chartfield has the default value of 15 characters and the user, changes to 6 characters, runs Full Configuration and it is still able to add a Project with more than 6 characters by Chartfield Request.

The user should not be able to add any project ID that does not met the length set in Standard Configuration Chartfield.

The issue can be reproduced at will with the following steps:
1. Disable Project Costing module
2. Change the length of Project to 6 characters
3. Run Full Configuration
4. Create a new Chartfield Request
5. Set the Field Value with more than 6 characters
6. Click Save and Submit for approval
7. Log in as approver and approve the request
