MSS Location Change: Current Location Not Populated in Multilanguage Instances

In Classic MSS, when manager creates a MSS Request for Location change in the non-base (ML) language install, the Current Location is not defaulted in the transaction from Location table.

The issue can be reproduced at will with the following steps:
1. Login to ML Instance (Spanish) w/ PSLANG ID
2. Navigate: Manager Self Service > Personal Information > Request Location Change
3. Select Employee from Direct Reports Listing
4. Click "Continue" Button
5. On Next Page, Notice the "Current Location" Value is Not Populated
