PC_BUD_CALC OPENS REPORT INDEX PAGE AND NOT WINDOWS AS EXPECTED

Symptoms

ISSUE STATEMENT
---------------
The issue is that delivered and custom XMLP and AppEngines: two report IDs are being created and this creates two separate folders under report-repository.

ACTUAL BEHAVIOR
---------------
When we try to run reports to the Window, the process completes successfully, but the output window remains blank and eventually the message "Unable to connect to the REN server" is displayed.

For both delivered and custom XMLP and AppEngines, 2 report IDs are being created and this creates 2 separate folders under report-repository.

The report is successfully opened in browser when psreports URL points to the correct folder where the PDF output is residing, otherwise, the user does not get anything showing and sees the process-output list in process-monitor.
 
EXPECTED BEHAVIOR
---------------
BI Publisher and AEs should only create one report ID.
 
Replication Steps:
--------------------
1) Main Menu > Project Costing > Reports > Project Budget Review

2) Search and Run

3) PC_BUD_CALC Application Engine Type = Window and Format = PDF ; Report Index page displayed instead of PDF

4) FYI. Failed for all Format types except XML
