Email Notification for Purchase Orders Put on Hold Contains Variable IDs Instead of Values (Doc ID 2162059.1)

Symptoms

When a Purchase Order (PO) is put on Hold, the Email for More Information Requested is received, but without the %Variable values being resolved into actual values. Email body is generated as below:

Steps to Reproduce the Issue:

1. Search for a PO needing approval. Note the Buyer.
2. In User Profiles, change the email address of the above Buyer to my own address, so that I receive the notification on his behalf.
3. Then, as the first approver, I go back to Worklist, retrieve the PO, enter some comments and click Hold.
4. The Email notification for Request Information Event is received by email, but that does not not resolve % Variables into actual values.
In 9.1 the issue is not present.
