EGL9.2: Journal Having '#' in Journal_ID Field Cannot be Opened by Approver From Worklist, Email or Push Notification (Doc ID 2162503.1)

Symptoms

Issue:

If the Journal ID has '#', then Approver is able to approve the journal and also post the journal without any issues. Also the journal can be seen from Create/Update Journal Entries page, However the Worklist does not redirect the approver to view the journal, when the Approver click on the link from the Worklist, email or Push Notification.

Steps to replicate:
-------------------
1) Create, edit and submit the journal with a '#'. No errors issued (as expected); system allows you to save the journal with the # in the ID field
2) We have Approval Framework setup, the journal now appears in the approvers Worklist - as expected
3) Click on the link from the Worklist, email or Push notification to view the journal.
