Update to Birth Country Does Not Remove Invalid Birth State within Personal Data (Doc ID 2163615.1)

Personal data is integrated with HR via service operation.

Person had changed the birth country and state from CAN - QC to RUS - no state. HR did send the new xml the new birth country 'RUS' and no state.
The CI which is triggered to update the birth country , did not remove the invalid QC state, so an error message occurred. 

When doing the entry online , one can recreate exactly the same situation, by manually changing the country from CAN to RUS , the state QC remains , and when going back to save the record , an error message is received.

As the state is directly linked into the country, the system should blank out the state field each time the country changed.
