When Entering a New Supplier the System Requires Profile Questions to be Answered

When attempting to add a new Supplier, the following message appears.
MESSAGE: Response required for: Is your company a certified small business?
The issue can be reproduced at will with the following steps:
1. Supplier Profile Questions - mark a question as Required.
2. From the Supplier Add/Update page, enter a new Supplier filling in the Address, contact and location information as required.
3. Save the page.
4. Message is received. - Response required for: Is your company a certified small business?
