When attempting to submit time from the timesheet, the real-time rules are triggering an invalid ECD warning message

The earliest change dates across jobs to be processed is 07/07/2012. (13504,238)

One or more jobs to be processed in this call to Time Administration requiring reaching back further than the system is configured to handle.

1. The employee has multiple job records and assigned to 2 different workgroup "A" & "B"
2. Empl_rcd #3 was assigned to "A" on 2/26/07, moved to "B" on 5/28/08, inactivated on 7/1/12 and has ECD = 7/7/12.
3. When user tried to reported time for empl_rcd #8 that assigned to workgroup "A" on 7/2/16, it triggers the message (13504,238) as the sql returns the date 7/7/2012 in error.

It is inappropriately selecting the inactive job record because at some time in the past it was in the same workgroup as the record with time being submitted.
However, the ECD of the record is some time after the last date in which the record was associated with the same workgroup.
