Open up the attachment link for a journal, then click on "Add Attachment" button, then click "Cancel" on the File Attachment window, the section which displays the attachments disappears completely.
1) Navigate to General Ledger > Journals > Journal Entry > Create/Update
2) Create a new journal
3) On the Header tab click Attachments
4) Click Add Attachment
5) Click Cancel - Details Journal Entry Attachments Disappears When Cancel
