GLPCLOSE Year end close program run to error during upgrade to tools 8.55 and PI 18 environment

  at pos 00021

SEVERE ERROR IN PGM:(5820,6) PI(1234567) Program(GLPCOUTJ)
SQLRT error in GLPCOUTJ - LD000 FETCH.

OR

Action Type     : SQL FETCH                    
In Pgm Section  : SQLRT: DA000-FETCH                                                                                                                                          
With Return Code: 09980

The issue can be reproduced at will with the following steps:

  1.  Upgrade PeopleTools to 8.55
  2.  Run GLPCLOSE
