Life Event testing - Cannot complete a required Date of Birth submission or document upload step

Task is dependent on the required item being submitted and approved where required.  For example, Date of Birth does not require approval.  Birth-related document might require approval.

STEPS

1. Create a Birth Life Event
2. Follow the steps through to uploading a document or submitting a Date of Birth
3. Event cannot be completed because the Date of Birth is not showing as submitted or the document's upload and approval status is not showing as approved
