EMM: Work Order Required Dates Don't Conform To User Time-zone

When a user sets the Regional time zones to a local time zone via the My Preference > Regional Settings page in PSFT and then creates a Work Order in the Maintenance Management module, some of the auto-populated values for Required Start and End dates and related Requirements and Scheduled date-time values conform to the PSFT server location time-zone, while others conform to the local time zone. For off shore users, Europe, Australia, and Asia especially, this can distort the Required and Scheduled date-times associated with the Work Order.
When changing the Local Time Zone and then creating a Work Order in Maintenance Management, all dates on the Work Order should conform to the Local Time Zone as set in My Preferences > Regional Settings.
This issue can be replicated by performing the following steps:
1) Change the Local Time Zone in My Preferences > Regional Settings.
2) Create A Work Order in Maintenance Management.
3) Review all generated Date-Time values.
