Getting error when student click Finish Enrolling button.

--Server Express 5.1 WP8
-- It was working before but it happened after reinstalling the Cobol license.
-- App and process scheduler server deleted and re-created but still same.
-- Compiled and linked successfully, there's no error.
-- Sample Cobol Test Program and PTPDBTST both successfully completed.
-- Remote Cobol test works successfully.
-- This is the only delivered Cobol program not working.
The issue can be reproduced with running the process Finish Enrolling button in Main Menu - Self service - Program Enrollment - My planned enrollment
App server log shows the following errors:
