E-DM: Workaround for Datamover directive 'CHANGE_ACCESS_PASSWORD' not working for the Oracle platform (Doc ID 2176131.1)

Symptoms


When trying to run the change_access_password command in Data Mover the below error occurs:

The Application Server and Process Scheduler services were stopped. The problem seems to be because in the psroles.sql (found in PS_HOME\scripts\nt) there is no longer a grant for 'alter user'.
Once they applied this, then the Data Mover command could run.

The issue can be reproduced at will with the following steps:

1. Login in Data Mover
2. Run the change_access_password command
