E-QR: OCM fails when running psft_qrypub Query script (Doc ID 2176281.1)

Symptoms

When setting up Oracle Configuration Manager (OCM) an error is encountered running the Query script 'psft_qrypub.bat'.

Log file shows the following:

Service:QAS_QRY_SERVICE
Operation:QAS_SAVE_QUERY_OPER
Soap fault: Integration Broker Response20252Fetching array element 2: index is not in range 1 to 0. (180,252)20
Please verify whether the service operations are published and you have CCR publisher privileges to invoke them.
