ESFO9.2: FO_APP_HIRE Application Message Fails with "Tax Location Code is Required" Error in HCM when Non-Employee is Hired in FSCM (Doc ID 2176419.1)

When hiring a new non-employee in FSCM and having the FO_APP_HIRE message sync to HCM, it ends with an error in HCM. The Error states that Tax Location Code is a required field. This field however is not enforced in FSCM to be required upon entry and is allowing to save the Applicant Hire without putting in a value.

1) Enable FO_APP_HIRE message between FSCM and HCM.
2) In FSCM, go to Staffing > Resources > Applicants > Applicants.
3) Enter new Non-Employee applicant.
4) Provide all the required value but Not for Tax Location Code.
5) Save.
6) Check the FO_APP_HIRE message status in HCM.

Tax Location Code is required (2000, 398)
Error saving Component Interface. {Tax Location Code is required (2000, 398)}
