Symptoms
EX_TRAN_PRCS process fails randomly with unique constraint error. When restarted, it goes to Success.
Steps:
----------
1) Create an Expense transaction.
2) Run EX_TRAN_PRCS process for Post Liabilities and Post Payments.
Error:

ORA-00001: unique constraint (SYSADM.PS_IU_TRAN_TAO4) violated
Failed SQL stmt: INSERT INTO PS_IU_TRAN_TAO4 (PROCESS_INSTANCE , IU_SYS_TRAN_CD , datetime_stamp) VALUES (12679376 ,'EXCSHADV' ,TO_TIMESTAMP('2016-08-10-18.04.23.000000','YYYY-MM-DD-HH24.MI.SS.FF'))
Process 12679376 ABENDED at Step IU_PROCESSOR.A000.A000-030 (SQL) -- RC = 805 (108,524).
