Symptoms

ISSUE STATEMENT
----------------------
Where an APT Item has multiple effective dated rows the APT Request process does not always apply the row appropriate to the student's Requirement Term - instead it uses the current effective dated row and therefore populates the student's APT with incorrect items.

ACTUAL BEHAVIOR
-----------------------
When the Academic Progress Tracker page is used to manually Add a Planning Node for the same student it adds in the correctly dated items, so it seems that this is definitely an issue with the APT Request process (the two should certainly not work differently).

EXPECTED BEHAVIOR
------------------------
Expect the correct effective dated row is used.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Add multiple effective dated rows on the APT
2. Run the APT Request process
3. Notice the students APT is populated with incorrect items because the process used the most current effective dated row instead of the row appropriate to the students requirement.
