In PDL, CTM Update to Blank Out BirthDate and BirthCountry in CS Not Getting Synced to HCM Post CS Bundle# 41

Symptoms

ACTUAL BEHAVIOR
------------------------
Prospect data is loaded with blank PERSON.BIRTHDATE or BIRTHCOUNTRY for an existing Person ID.  CTM update to blank out PERSON.BIRTHDATE or BIRTHCOUNTRY in CS production table but not getting synced in HCM after applying bundle# 41. 

Issue is being surfaced in an environment that has bundle #41 and the Patch for <Bug 23543701> applied.

CS and HCM databases are split with the subscriber owner model and use PERSON_BASIC_SYNC, among other web services, to keep CS and HCM in sync.

EXPECTED BEHAVIOR
-----------------------
PERSON.BIRTHDATE or BIRTHCOUNTRY should be updated to blank value in HCM.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Data Update Rules for CTM transactions are set to Update/Insert on SCC_STG_CONSTIT Record, Date of Birth and Birth Country fields.
2. Find an existing ID that has bio/demo data in the Campus Solutions database, and has Birth Date and/or Birth Country populated.
3. Using File Parser, load a application file that contains that existing ID, with a blank Birth Date and/or Birth Country.
4. On the CTM page, post the transaction.

RESULT = Campus Solutions will have the Birth Date and/or Birth Country set to blank, while the HCM database will remain untouched.
