Cannot Update Badge Effective Date in Correct History Mode (Doc ID 2180583.1)

Symptoms

Not able to change an effective date on a Badge number in Correct History Mode. When trying to change the effective date receive the following error:

ERROR
-----------------------
Badge XXX number xxxxx is already assigned to this person. (6555,24)

Same badge type and number cannot be assigned to the same person at the same time. Please verify the information.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Workforce Administration > Personal Information > Badge
2. Search for an employee
3. Add a badge number with effective date (i.e. 08/29/2016)
4. Save.
5. Go back in Correct History mode, change effective date to 08/26/2016.
6. Click Save.
7. Receive error.
